    CPFIS or the CPF Investment Schemes allows you to invest your CPF savings in various investment products including shares, bonds, unit trusts, fixed deposits and so on.

    Where can I invest my CPF savings?

    Fixed Deposits:

    Find below the Fixed Deposit Banks where you can invest your CPF savings:

    • United Overseas Bank Ltd (UOB).
    • DBS bank Ltd.
    • Oversea-Chinese Banking Corporation Ltd (OCBC).
    • Malayan Banking Berhad.

    The aforementioned banks met the following criteria due to which they were included as being eligible for CPFIS:

    • The bank has to be locally incorporated and have S$1.5 billion in capital funds as well as good rating OR
    • The bank has to be a subsidiary of any locally incorporated bank meeting the first criteria OR
    • If bank is not locally incorporated and is indeed foreign, the bank should be a QFB or Qualifying Full Bank.

    If your bank wishes to be included in under the list of Fixed Deposit Banks where CPF members can invest under the CPFIS, you must meet the following criteria:

    • You need to complete “Form CPFIS/FD”. You must submit this form along with the documents mentioned on the form to the CPF Board.
    • You have to pay an application fee costing S$800 via cheque to the CPF Board.
    • Once you complete this procedure, the CPF Board will take 4 weeks from the day they received your application to review if no other information is to be provided from your end.

    Bonds:

    Find below the Bond Dealers where you can invest your CPF savings:

    • United Overseas Bank Ltd (UOB).
    • DBS bank Ltd.
    • Oversea-Chinese Banking Corporation Ltd (OCBC).

    What is the criteria that these banks met to be included?

    Some of the important criteria for Corporate Bonds and Statutory Board Bonds under CPFIS include:

    • The bonds must be issued by a Singapore incorporated company.
    • The bonds must be traded in S$ only.
    • The banks must be listed under SGX.
    • The bonds must not be offered to accredited investors or institutional investors and select other people under Sections 274/275 of Securities and Futures Act.
    • The bonds must be rated A by Fitch or Standard and Poor’s or A2 by Moody’s.

    Some of the important criteria for Treasury Bills and Singapore Government Bonds under CPFIS include:

    • They must be traded in S$.
    • They must be scripless.

    Some of the important criteria for Bonds Guaranteed by Singapore Government under CPFIS include:

    • They must be listed under SGX.
    • They must be traded in S$.
    • They must be scripless.

    Shares:

    Criteria to be included under CPFIS:

    • The shares must be offered by a Singapore incorporated company.
    • The shares must be traded in S$.
    • The shares are listed as primary listing on SGX Main Board.
    • The shares should not be placed under SGX watch list.
    • The company must allow agent banks in appointing ALL CPF shareholders within their company as proxies to vote/attend meetings.

    Property Funds:

    Criteria to be included under CPFIS:

    • The shares must be offered by a Singapore incorporated company.
    • The shares must be traded in S$.
    • The shares are listed as primary listing on SGX Main Board.
    • The company must allow agent banks in appointing ALL CPF unitholders of property funds within their company as proxies to vote/attend meetings.

    How to apply to be included under CPFIS for Bonds, Shares and Property Funds?

    • You need to complete “Form CPFIS/SB”. You must submit this form along with the documents mentioned on the form to the CPF Board.
    • You have to pay an application fee costing S$200 via cheque to the CPF Board. This fee includes your company’s ESOS or Employee Share Option Scheme.
    • Once you complete this procedure, the CPF Board will take 2 weeks from the day they received your application to review if no other information is to be provided from your end.

    Gold Exchange Traded Funds:

    Find below the Gold Exchange Traded Funds where you can invest your CPF savings:

    • SPDR Gold Shares – referred to as “GLD 10US$” SGX trading name.

    Criteria to be included under CPFIS for local representatives wishing to sell foreign gold ETF:

    • The gold ETF should be offered by a Singapore incorporated company.
    • The company should provide the Board with a representative agreement as proof of the local representative appointment by the foreign gold ETF marketing agent or issuer.
    • The company should provide the Board with proof of indemnity mechanism between the foreign gold ETF marketing agent or issuer and the local representative.
    • The company should have an above average compliance record in the country.
    • The company must be in a sound position financially.

    How to apply to be included under CPFIS for Gold ETFs?

    • The Legal Advisers or Issue Managers applying on the behalf of the offering company should complete “Form CPFIS/G-ETF”. They must submit this form along with the documents mentioned on the form to the CPF Board.
    • An application fee costing S$200 via cheque must be paid to the CPF Board for each Gold ETF.
    • Once this procedure is completed, the CPF Board will take 2 weeks from the day they received your application to review if no other information is to be provided from your end.

    Investment Administrators (IA):

    Find below the Investment Administrators where you can invest your CPF savings:

    • iFAST Financial Pte Ltd.
    • Phillip Securities Pte Ltd.
    • Navigator Investment Services Ltd.

    Criteria to be included under CPFIS for Investment Administrators:

    • The company should be licensed by MAS (Monetary Authority of Singapore) to offer investment management services and/or financial advice and must not have been subject to any form of disciplinary action by a regulatory authority for the past five years.
    • The assets of their investors must be held under trust in Nominee Accounts by custodians and be accounted for thoroughly for every investor.
    • The company should already have a distribution network and be in a position to provide various investment instruments permitted under CPFIS. They must also be in a position to provide a variety of investment products from various product providers and offer independent advice on products to their investors.
    • The company must additionally offer value added services to their investors such as financial advice, consolidated statements on the value of investor's’ investment holdings and so on.

    How to apply to be included under CPFIS for Investment Administrators?

    • If you want your company to be an IA under CPFIS, you must complete “Form CPFIS/IA”. You must submit this form along with the documents mentioned on the form to the CPF Board.
    • An application fee costing S$800 via cheque must be paid to the CPF Board.
    • Once this procedure is completed, the CPF Board will take 4 weeks from the day they received your application to review if no other information is to be provided from your end.
