A SingPass ID is a one-stop gateway ID with which individuals can carry out transactions with over 60 government agencies. As such it becomes imperative that the SingPass ID is registered to the proper residential address of the user. The below article shows how SingPass holders can update their residential details or contact details.
Reporting Change in Residential Address
The National Registration Act mandates that any individual that has a registered SingPass is required to report a change in their residential address within a span of 28 days. The new address will be passed on to the participating government agencies through the One-Stop Change of Address Reporting Service (OSCARS).
Updating IC with new address
For any SingPass holder who changes their residential address, the change must be reflected in their Identity card. NRIC holders must provide documentary evidence of having changed their residential address. The evidence must be addressed to the full name of the NRIC holder before the IC can be updated with the new information.
The below table shows what documents can be accepted as documentary evidence. These documents are required to report any change in the residential address.

Changing the address
If the individual has the required documentary evidence:
Individuals carrying the required documents must go to ICA Building, Level 3 Citizen Services Centre or they can alternatively visit their nearest neighbourhood Police Post or Centre and request for updating the update the change in address.
The ICA officer or Police officer will then verify the information present on his printout against the documentary evidence provided by the NRIC holder. Upon successful verification, the officer will cut grooves into the existing address, further cancel it out with permanent ink and then paste a sticker over the address with the new address printed on it.
If the individual lacks the required documentary evidence
Individuals who do not have the required documents as proof must submit an application for pre-notification letter to ICA. This letter is available through the Online Pre-Notification of Change of Address or OPAD e-service. The notification letter will be mailed to the NRIC holders’ present address within 7 working days. This notification letter can be used as documentary evidence.
The NRIC holder must then visit the ICA building or their nearest neighbourhood Police Centre after 14 days from receiving the notification letter. The verification process will be the same and upon successful verification, the ICA or a Police Officer will change the old address and will paste a sticker containing the new address over it.
Changing Mobile Number
- SingPass holders who wish to update or change their registered mobile number can do so by logging into their SingPass account and clicking on the ‘Update Account Details’ option. This can be found under the Quick Links section.
- Once the SingPass holder clicks on this option, they will be prompted to enter their new mobile number and a one-time password will be sent to this number. They must then enter this OTP for verification and the change will be reflected.
- If the SingPass holder wishes to change their mobile number to one which is not the same as the number registered with Assurity, then an Assurity helpdesk officer will contact the SingPass holder within one working day to take down the particulars and verify the new number. Upon successful verification an email will be sent to the SingPass holder carrying the new PIN required to activate the number for the SMS 2FA service.
