Yes, if you want to use your BOC card overseas, you have to activate it. BOC has put an extra security layer to protect customers against all types of fraudulent transactions carried out by unauthorised personnel. However, you can continue using your card to make online purchases at overseas websites. You can call the 24-hour customer service hotline number to activate your card for overseas use.
With your BOC card, you can pay your large purchases through instalments of 6, 12, 24 and 36 months with no extra cost. However, the payments should be done through cards issued locally. If you give up your instalment plan early or if you prepay, you will be charged a redemption fee of S$150.
You are also not permitted to change the instalment sum or its tenure. The minimum sum for purchasing goods and services from the preferred merchant shall be S$500. You will not get any rewards points or cash rebate for payments made through the instalment plan.

You are expected to ensure the safety of your cards and PIN. If you lose your credit card or if it gets stolen, you must immediately report the incident to the bank. You can do so by informing the bank in writing or by calling the Customer Service Hotline number.
