Yes, you need to activate the card for overseas use. You can do this by logging on to the website of the bank(americanexpress.com.sg/activate). Alternatively, you can call Amex’s hotline numbers. After the card is activated, you can use it immediately.
All American Express credit cards issued in Singapore have an instalment payment plan feature known as Pay Small. Through Pay Small, you will be able to break your large purchases into smaller monthly payments. So you can spread the amount over a period of 6, 12, 18 or 24 months with 0% interest. However, you will have to pay your bills in full on time without fail to be eligible for the 0% interest.
Also, you will not be eligible for any rewards with respect to charges made through Pay Small. When you are making a purchase, you will know if the merchant offers the instalment plan if there is a display sign with “Pay Small by American Express”. To use the facility, the transaction amount should be at least S$250. Additional terms and conditions are applicable.

There are various merchants where you can use Pay Small such as Eagle Eye Centre, Chan Brothers, Bang & Olufsen and more. With certain merchants like Mustafa and Harvey Norman, you will get special promotional offers and vouchers when you opt for Pay Small.
You can withdraw up to 20% of your credit limit locally and up to USD1,000 once in 2 weeks when abroad. Both these limits are subject to your account having sufficient credit balance. The money can be withdrawn abroad as Travellers Cheques and/or cash. You will have to pay a processing fee of 5% of the amount. To purchase travellers cheque, you must pay a commission of 1%.

As soon as you realise you have lost your card, inform the incident to American Express to prevent any misuse. You can call the bank’s hotline numbers from Singapore or abroad, to inform them about the case.
If it is proved that you were not responsible for the loss or theft, you have no liabilities. You should provide the company with all support, including filing a police report and following through with it.
